Amendment 4 was not proposed by the Legislature or any government entity. It was proposed by a political committee funded by Planned Parenthood, the ACLU and the George Soros-sponsored Open Society Fund. That group paid $15,000,000 to out-of-state petition gatherers to put Amendment 4 on Florida’s November ballot.
